John Alpay was first elected to public office by the residents of San Juan Capistrano in 2010 and served two terms as Trustee for the Capistrano Unified School District. During his tenure in office, John tirelessly worked to provide fiscal stewardship and returned the focus on education in the classroom.
With interest rates then at historic lows, John led the efforts to save money for taxpayers by refinancing existing Mello-Roos bond obligations and even managed to terminate three Mello-Roos districts, saving taxpayers over $82 million. Through these efforts, John was able to secure additional funding for the City of San Juan Capistrano that it could use for such purposes as street, water and sewer improvements.
Since stepping down as Trustee, John has continued to serve the residents of San Juan Capistrano. Based upon his experience and success as Trustee, the San Juan Capistrano City Council appointed him twice to serve as a member of the Citizen's Bond Oversight Committee with oversight responsibility over taxpayer funds.
In addition, John has been an active member of the San Juan Capistrano Chamber of Commerce, rising to the role of Chairman of the Board, a position he is now undertaking for a second consecutive term. As Chairman, he has revitalized the Chamber and positioned it in a leadership role in assisting local businesses through various grant and loan programs in the wake of the COVID-19 pandemic. During his tenure, the Chamber has also taken an active role in supporting new businesses in our community, including the River Street Project and the forthcoming Chick-fil-A.
John presently works in the video gaming industry and serves as Chief Administrative Officer for a local business with over 100 employees. Before that, he served in senior roles at Oakley, Inc. and at Samsung Electronics. Always focused on education, John is also an Assistant Professor of Business at Norco College and continues to teach at Saddleback College.
Given his prominent role in the Orange County business, education and legal communities, John was recognized as Outstanding General Counsel of the Year by the Orange County Business Journal. Because of his leadership, John also accepted awards on behalf of Capistrano Unified from the Orange County Business Council and the Orange County Taxpayers Association.
John holds an AB in Economics from the University of California as well as a master’s degree and doctorate from UCLA. He also completed his postdoctoral work at USC focusing on the utilization of business principles in local governmental agency settings. John is also a recognized inventor of three patents issued by the US Patent and Trademark Office with additional applications under review, all relating to video game technology.
As a proud resident of San Juan Capistrano, John resides in the Meredith Canyon community where he also serves as President of the local homeowner’s association. John has been married to his wife Rochelle for sixteen years and together they have three beautiful children, Autumn (14), Saige (12) and Logan (10). Their home is multi-generational with Ed and Linda Escandon, his in-laws, also living with them as well as two rescue dogs, Spunky and Kibby, and Pusheen and Biscuit, two cats adopted from the Ark of San Juan.
